From the very beginning, the Anti-Federalists and Federalists argued over the scope of powers to be granted the Congress. What were the Anti-Federalists basic principals? They wanted a strong federal government. They wanted strong state governments with little federal Interference. They wanted a national bank that could take much of the power away from the federal government. They wanted Congress to dominate the three branches of the federal government.
