Why have states adopted residency requirements for people wishing to vote in the state? To disenfranchise any "transient" people, who tend to be poor or minority. To deter a political organization, or machine, from bribing enough out- state citizens to affect the outcome of local elections. To deter political organizations, or machines, from bribing enough out- state citizens to affect the outcome of local elections, and to allow new voters time to become familiar with candidates and issues.
