Why is paraphrasing too close to the original text, even

Why is paraphrasing too close to the original text, even with citation, considered plagiarism? There are no direct quotation marks to the exact words of the original. By changing a few words, you have changed the author's idea. By not providing the exact words, you are attributing to the author something that's not his or hers.
